Ok, so this is how it goes.
If you want a working, living, breathing model, check out

So, there would be a section on this forum or on the home page that says 'trail conditions' and within that, you make a post for everywhere that has trail in WV that is known to have ride-able trails.
So it might go (for example):
Coopers Rock
Big Bear
Snowshoe
Canaan Valley Area
Davis Trails
Seneca Rocks/Spruce Knob
And under each (there can be many of these, even right down to the exact trail names if one so desires) one reports the trail conditions.
No one in specific HAS to do it, its a conglomoration of people putting their own findings in to benefit other riders. Example 'hey, I just went riding today (2/16) at Coopers and the trails were muddy in spots, but ride-able, avoid such and such trail til conditions improve' and thats all.
Simple, quick and easy.
